What Is Visa System Integrity Fee?

The Visa System Integrity Fee is a monthly charge designed to promote proper authorization practices, accurate data management, and fraud prevention. It consists of two parts:

Excessive Retry Fees and Data Quality Fees, both calculated from historical transaction activity and billed with a delay.

- Excessive Retry Fee: Triggered when merchants retry declined transactions too often—immediately for “Category 1” declines (e.g., lost/stolen cards) and after the 15th retry in 30 days for other categories.

-Data Quality Fee: Applied when “Category 3” declines (invalid or mismatched details like CVV or expiry date) exceed 25,000 per month per Merchant ID, with only the excess charged.

Fees vary by region, ranging from $0.10–$0.25 per transaction depending on whether it is domestic or cross-border.

To minimize costs, merchants should carefully monitor authorization retries, ensure transaction data accuracy, and address declines or disputes promptly. Ultimately, this fee helps Visa maintain network reliability, improve data quality, and reduce fraud exposure.
